Xingmi Education LLC (XME) is engaged in international education consulting and management with its quality education resources in China. As a professional organization focusing on the Chinese-foreign cooperative education since 2015, XME has gained invaluable experience by successfully assisting colleges and universities around the world to recruit in China for degree-seeking and non-degree students, and to establish Chinese-Foreign Cooperative Education Programs and/or Institutes. XME has established a pool of qualified Chinese universities that are willing to cooperate with foreign universities.
The international educational landscape has changed tremendously in recent years, and international educational activities have also been greatly changed. With the impact of the COVID-19, many U.S. universities have seen a decrease in the number of international students. Based on our research on the international education market in China, XME adjusts working strategy to facilitate U.S. and Chinese universities establishing long-term cooperation programs, and creating more opportunities for Chinese students to study and experience different culture in the U.S. In doing so, XME will focus on cultivating students’ leadership abilities, creativity, critical thinking skills and international perspective, so that they can better serve their community and the world.

1. A primary goal for XME is to develop joint programs between Chinese and U.S. universities. We are looking for partner universities with a strong interest in the Chinese higher education market and an open mind to create new programs. There are four main program types:
• 4+0/3+1 Undergraduate Programs Approved by the China Ministry of Education (MOE)
o4+0 for Bachelor’s degree, meaning that the U.S. university will provide courses and syllabi for the selected major, and teach at least one-third of all courses and one-third of the core courses of the cooperative education program. Students will study in Chinese university for 4 years and receive the Chinese Bachelor’s degree.
o3+1 for Bachelor’s degree, meaning that the U.S. university will provide courses and syllabi for the selected major, and teach at least one-third of all courses and one-third of the core courses of the cooperative education program. Students will study in Chinese university for 3 years, study in U.S. university for 1 year and receive U.S. and Chinese Bachelor’s degree.
oAfter successfully establishing the 4+0 or 3+1 program with Chinese university, XME will help extend the program from 3+1 to (3+1)+1, or 4+0 to (4+0)+1. It means that after students completing their undergraduate study, they may be able to continue their study on a graduate level at the U.S. university for one more year (or 1.5 or 2 years depending on the program) in order to receive the Master’s degree from the U.S. university.
• 2+0/3+0/2+1 Graduate Programs Approved by the China MOE
o2+0/3+0 for Master’s degree, meaning that the U.S. university will provide courses, syllabi, and teach at least one-third of all courses and one-third of the core courses of the cooperative education program. Students will study in Chinese partner university for 2 or 3 years and receive the Chinese Master’s degree.
o2+1 for Master’s degree, meaning that students will study in Chinese university for two years, then study at the U.S. university for one year and receive both the U.S. and Chinese Master’s degree.
• Chinese-Foreign Cooperative Institutes Approved by the China MOE
oIf the Chinese university and U.S. university agree to run any combinations of at least three cooperative education programs introduced above, they can apply to establish a Chinese-Foreign Cooperative Institute on the Chinese university’s campus. (The combination could be three undergraduate programs, one undergraduate and two graduate programs, etc.) Both parties will enjoy triple enrollment, more funding and support from the Chinese university, and more opportunities for collaborative research and projects.
• Cooperative Programs between Chinese University and U.S. University
o2+2 Undergraduate Programs: Chinese university and U.S. university will sign credit transfer and cooperation agreements to allow Chinese students to transfer to U.S. university after the first two years in China, then receive the Bachelor’s degree from U.S. university after successful completion of the program. A U.S. university can work with multiple Chinese universities at the same time.
o1+1 Graduate Programs: Chinese university and U.S. university will sign cooperation agreements to allow Chinese students to join the graduate program at U.S. university after a year of study in China. U.S. university can choose to accept the credits from Chinese partner universities to expedite the graduate program, so students can graduate in one year and receive the Master’s degree from the U.S. university. Or, the students can spend 1.5 or 2 years to complete the program and receive the degree from the U.S. university. A U.S. university can work with multiple Chinese universities at the same time.
oThe two programs above do not need to go through the application process to get approval from the China MOE - the two universities can agree on the program details and submit the information to the local education department and China MOE for record.

2. XME is actively looking for partner universities to build part-time Ph.D./Ed.D. programs which students can complete in China in 3-4 years. A good model would be Shenyang Jianzhu University's Ph.D. program with Maharishi International University in Iowa.

3. XME is interested in professional organizations who can offer certificates in different professional fields. As vocational/professional training is becoming more and more popular in China, we can see the increasing needs for certificates from the U.S. XME would like to be the exclusive partner with such organizations and promote the certificate programs in China. A good example would be the Council for Professional Recognition, that works with a local company to certify early childhood educators in China.

4. Hainan, the new Free Trade Port of China, is allowing “overseas high-level universities and vocational colleges specialized in science, engineering, agriculture, and medicine to open branch schools independently in Hainan”. Several U.S., UK, and EU universities are in the process of entering Hainan either independently or in cooperation with a Chinese university partner. XME has strong connections in China, and would like to help a U.S. university build its oversea campus in Hainan. 5. XME is highly interested in art training, including fine art, design, dancing, and performing arts. We would like to collaborate with art schools/art departments in U.S. universities to create programs for talented Chinese students, like online courses, summer camps, certificate programs, etc.
6. XME is helping international schools, colleges and educational organizations in China recruit administrators from the U.S. The ideal candidates would be experienced or retired college deans/provosts/presidents, high school principals, or administrators from educational organizations.
7. With experienced former admission officers and international recruiters on board, XME would be interested to represent U.S. colleges and universities for recruitment, partnership development, and research programs in China and Asia. We hope to form a consortium of colleges, like liberal arts colleges, private colleges, or art colleges. XME will promote the consortium to increase its visibility and build the name recognition, so that the member schools would enjoy shared resources and recruitment opportunities.
8. XME has great experience in partnering with universities and colleges in U.S. and Canada to provide online college credit courses for students throughout the year. We’ve developed an online course platform, NACCC, which provides more than 100 college credit courses from partner universities. We have also built credit transfer partnerships with 51 universities around the world. We always welcome new partners to join our platform by providing high-quality online college credit courses.
